ok i just tried to post something and got screwed over so ill do it short...

so souls you die you turn into a soul right, you cant just walk up to a shinigami teach and say i wanna be a shinigami wow how easy. and bloody stupid and the same with a bounto i think you should turn into a soul then you get sent to the town outside of the ss and like defeat the big guy to get inside of the ss place so yea after you beat him you walk in and you talk to the shinigami and ask if you can be a shinigami or what ever abh has set up
